SOCIAL EXPERT

1. BACKGROUND
The ILBANK has applied for financing from the World Bank toward the cost of the “Municipal Services
Improvement Project in Turkey” (the Project) which will be jointly financed by the European Union (EU)
through an IBRD loan to ILBANK, guaranteed by the Republic of Turkey, and a proposed grant from the
European Commission Development Fund (ECDF)'s Facility for Refugees in Turkey (FRIT). ILBANK intends
to apply part of the proceeds for consulting services.


The overall objective of the Project is to contribute to the improvement of the living conditions of host
communities and Syrians under Temporary Protection (SUTPs) in five (5) selected municipalities; Adana,
Kahramanmaras, Kayseri, Konya, and Osmaniye, in dealing with the increased pressure on defined
municipal services, in particular water supply, sanitation and solid waste management, in a sustainable
and equitable manner.


The specific objectives are as follows:
(i) Provide access for host communities and Syrians under Temporary Protection to safely managed
drinking water, wastewater and solid waste management services.
(ii) Participate in the protection of the region’s environment and, in particular, of its resources in fresh
water, under stress due to climate change.
(iii) Support the municipalities and SKI’s in achieving operational and financial sustainability in water,
sanitation and solid waste management services.


The Project would be implemented through two components:
1) Environmental infrastructure investment (Component 1) including; water, sanitation and solid waste
management, comprising fourteen (15) projects located in five (5) provinces stated previously.
2) Technical assistance for project management and supervision (Component 2), including in particular
accompanying measures to improve the performance of water, sanitation and solid waste operators
(municipalities and metropolitan municipality water and wastewater administrations called "SKIs"), and to
support ILBANK in sub project management of the Project. This component will also consist of related
communication and visibility actions.


ILBANK will act as the Financial Intermediary (FI) to transfer funds to participating municipalities or
utilities that are the main Beneficiaries and implementing agencies of the Project, in the selected
provinces within the scope of Component 1 (environmental infrastructure investments); in addition,
ILBANK will directly procure some tenders in relation with Component 2 (consultancy services such as
audit of the project’s account, communication and visibility services and external supervision for works).
To be able to achieve these tasks, ILBANK has set a Project Management Unit (PMU) within its
International Relations Department which will be responsible for coordinating and supervising overall
implementation of the Project at central level. Participating municipalities/utilities will be responsible for
sub-project investment implementation and will set up municipal project implementation units (PIUs) at
local level to ensure effective sub-project implementation. As owners of the assets to be financed as part
of Component 1 (environmental infrastructure investments), the targeted municipalities and SKIs will be
the primary entities responsible for contract management and ILBANK’s PMU will provide assistance for
project management to the final beneficiaries (with particular attention to those which are not used to
working with international donors). ILBANK’s PMU will also be directly responsible for the procurement
activities within the scope of project.


Within the framework of the Project, a Social Expert (IBRD/PMU-IND-06) will be employed at Project
Management Unit of the General Directorate of ILBANK.


2. OBJECTIVES
The main objective is to employ an experienced consultant as the Social Expert of İLBANK PMU to assist
in the project implementation activities as indicated below:


3. SCOPE OF THE SERVICES
The Social Expert (the Consultant) shall support PMU in monitoring and evaluation social activities within
the scope of the Project. The scope of the services of the Consultant is to provide assistance and
consultancy for the identification and management of all social issues related to the Project, and in
particular:


 The Consultant shall monitor the social performance of the Project activities as defined in
the Project documents; namely Environmental and Social Management Framework
(ESMF); Resettlement Framework (RF), ESIA/ESMPs, SEPs, Resettlement Plans /Ex-post
Social Audits;
 The Consultant shall anticipate/identify social risks and define measures to adopt a
mitigation hierarchy approach (avoid, minimize, reduce, compensate/offset of these risks
and impacts);
 The Consultant shall assist in the preparation of social assessment issues of tender
documents for the coverage of social risks and their management; in particular, support
the relevant stakeholders in the finalization of the ESHS qualification criteria in the bidding
documents;
 The Consultant shall monitor the compliance of Project activities are consistent with the
requirements of Turkish Legislation and the Project Standards set by the World Bank
Environmental and Social Framework (ESF) and check that all approvals/licenses are in
place prior to carrying out the Project activities and make sure all records are kept
accurately including the permits collected by the Contractor/s;
 The Consultant shall keep the PMU’s management fully informed about social performance
of the Project activities;
 The Consultant shall review all social documents/reports (such as Contractors’ Code of
Conduct, etc.) and prepare comments/recommendations to the PMU’s management
and/or relevant stakeholders;
 The Consultant shall review, revise and consolidate ESIA, ESMP, RPs, Ex-post social audits,
SEPs, procedures/method statements for site-specific issues in line with Turkish Legislation
and the World Bank Environmental and Social Framework (ESF);
 The Consultant shall make sure, in coordination with the work supervisors, that the
commitments given in the ESIA/ESMPs, SEPs, RPs, Ex-post social audits reports and other
relevant management plans (Traffic Management Plans, Community Health and Safety
Plans, etc.) are finalized, approved and implemented on the field as scheduled;
 The Consultant shall support the PMU for the preparation of Progress Reports (bi-annually)
to World Bank for the social subject in line with Environmental and Social Framework (ESF);
 The Consultant conduct site visits for the assessment of the social issues of the Project;
assist/participate in audits and monitoring missions conducted by the World
Bank/Financial Institutions or the any other authorities including the Ministry of
Environment and Urbanization;
 The Consultant shall conduct “on-the-job” or specific trainings on the social issues related
to the project scope requested by İLBANK and ensure PMU and PIU teams are well aware
project documents especially SEPs, RPs, Ex-post social audits reports and etc.;
 The Consultant shall monitor and supervise the implementation of SEPs and all
engagement activities conducted by municipalities/utilities and provide recommendations
to PIU teams and update PMU on any issues. That would require additional measures to
be taken for communicating project related issues to stakeholders.
 The Consultant shall facilitate and support the maintenance and the management of the
Grievance Redress Mechanism (GRM) in close coordination with the İLBANK . The GRM will
be sensitive to the confidential issues such as sexual harassment, mobbing etc at work
place and shall facilitate these in full confidentiality under a special database which is
encrypted
 The Consultant shall ensure the functionality and the effectiveness of the reporting lines
(contractors to municipalities and municipalities to İLBANK);
 The Consultant shall conduct site visits for the monitoring of municipalities/utilities to
ensure the social standards defined in the project documents are understood and
followed;
 Conduct “on-the-job” or specific trainings on the social issues related to the Project scope
requested by the İLBANK and ensure PMU and PIU teams are well aware of ESIA, ESMP,
RPs, Ex-post social audits, SEP and the social issues of the Projects.


4. REPORTS
The Consultant shall participate in the preparation and update of all progress reports and comment on
any activity reports due to WB. He/she will fill in detailed time sheets on his/her activities and comply
with his/her contract’s requirements in terms of payment/time justification in the context of high
accountability under IBRD and EU financing. The reports prepared by the Consultant will be submitted
to ILBANK PMU.


5. DURATION AND LOCATION OF THE SERVICES
The services will be required on a full-time basis for an expected duration of 48 months. The Social Expert
is expected to commence work from July 2020, with two months’ probation period and a renewable 1-
year contract, if performance is satisfactory.


The position will be mostly based in Ankara. If required, and with the approval of the Employer, the
Consultant shall attend the site visits to municipalities/utilities and ILBANK Regional Directorates within
the scope of the Project. In necessary cases, the Employer may assign temporarily the consultant in
ILBANK Regional Directorates.


6. QUALIFICATION REQUIREMENTS
 At least bachelor's degree in social science or professional experienced in the fields of social
management;
 Minimum five years’ general work experience as social expert in the field of water or
wastewater or similar assignments/sectors;
 At least three years’ experience in management and preparation of ESIAs studies and/or
social baseline data collection, stakeholder engagement, public consultation and disclosure
in the local and international context such as World Bank/IFC/EBRD/EU, AFD and United
Nations and/or resettlement expertise; in particular, extensive experience on projects
financed by the World Bank will be viewed positively;
 Proven experience of taking gender into account in the implementation of ESMPs;
 Proven ability to communicate effectively, understand community and stakeholder
perspectives and vulnerabilities and to engage with project affected people and project
management teams positively and constructively;
 Very good command of both written and spoken English and Turkish;
 Good computer skills with MS Office Applications;
 Ability to travel without restriction.


7. METHODOLOGY
The consultant will be hired following the guidance of World Bank’s “Procurement Regulations for IPF
Borrowers (July 2016 and revised August 2018) (Procurement Regulations)”. The contracted position
will be the Social Expert of ILBANK PMU in Ankara. The contract will be signed between the ILBANK
Department of International Relations or his designee and the consultant.
