MONITORING AND EVALUATION EXPERT
(Ref: PMU-IND-04)


1. BACKGROUND
The ILBANK has applied for financing from the World Bank “the Bank”, toward the cost of the “Municipal
Services Improvement Project in Turkey” (the Project) which will be jointly financed by the European Union
(EU) through an IBRD loan to ILBANK, guaranteed by the Republic of Turkey, and a proposed grant from
the European Commission Development Fund (ECDF)'s Facility for Refugees in Turkey (FRIT). ILBANK
intends to apply part of the proceeds for consulting services.
The overall objective of the Project is to contribute to the improvement of the living conditions of host
communities and Syrians under Temporary Protection (SUTPs) in five (5) selected municipalities; Adana,
Kahramanmaras, Kayseri, Konya, and Osmaniye, in dealing with the increased pressure on defined
municipal services, in particular water supply, sanitation and solid waste management, in a sustainable
and equitable manner.


The specific objectives are as follows:
(i) Provide access for host communities and Syrians under Temporary Protection to safely managed
drinking water, wastewater and solid waste management services.
(ii) Participate in the protection of the region’s environment and, in particular, of its resources in fresh
water, under stress due to climate change.
(iii) Support the municipalities and SKI’s in achieving operational and financial sustainability in water,
sanitation and solid waste management services.


The Project would be implemented through two components:
1) Environmental infrastructure investment (Component 1) including; water, sanitation and solid
waste management, comprising fourteen (14) projects located in five (5) provinces stated
previously.
2) Technical assistance for Project Management and Supervision, Capacity Building, Communication
and Citizen Engagement (Component 2), including in particular accompanying measures to
improve the performance of water, sanitation and solid waste operators (municipalities and
metropolitan municipality water and wastewater administrations called "SKIs"), and to support
ILBANK in sub project management of the Project. This component will also consist of related
communication and visibility actions.


ILBANK will act as the Financial Intermediary (FI) to transfer funds to participating municipalities or
utilities that are the main Beneficiaries and implementing agencies of the Project, in the selected
provinces within the scope of Component 1 (environmental infrastructure investments); in addition,
ILBANK will directly procure some tenders in relation with Component 2 (consultancy services such as
audit of the project’s account, communication and visibility services and external supervision for works).
To be able to achieve these tasks, ILBANK has set a Project Management Unit (PMU) within its
International Relations Department which will be responsible for coordinating and supervising overall
implementation of the Project at central level. Participating municipalities/utilities will be responsible for
sub-project investment implementation and will set up municipal project implementation units (PIUs) at
local level to ensure effective sub-project implementation. As owners of the assets to be financed as part
of Component 1 (environmental infrastructure investments), the targeted municipalities and SKIs will be
the primary entities responsible for contract management and ILBANK’s PMU will provide assistance for
project management to the final beneficiaries (with particular attention to those which are not used to
working with international donors). ILBANK’s PMU will be directly responsible for the procurement
activities within the scope of project. The PMU will also be responsible for the M&E function of the
Project at central level, and it will coordinate all M&E activities with the PIUs at the municipal level, to
monitor implementation progress and performance towards achievement of project objectives and
results. M&E activities will be reviewed by the World Bank and EU as part of project supervision missions
to be carried out at least twice a year. A mid-term review of the each Project will be carried out around
in the middle of the construction period. An evaluation will also be carried out at the end of the
Project. The reports on the monitoring of the indicators will be prepared by municipalities/utilities and
İLBANK annually, and the reports on progress and performance will be prepared by İLBANK semiannually
and submitted to World Bank and EU.


Within the framework of the Project, a Monitoring and Evaluation (M&E) Expert (IBRD/PMU-IND-04)
will be employed at Project Management Unit of the General Directorate of ILBANK to support the
M&E function.


2. OBJECTIVES
The main objective of the M&E individual consultancy services is to support implementation of
ILBANK’s M&E role in line with requirements of relevant legal agreements with the IBRD and EU.
The M&E Expert will be directly responsible for tasks specified under the scope of services below:


3. SCOPE OF THE SERVICES
The M&E Expert (the Consultant) is responsible for assisting the İLBANK PMU in monitoring performance
and/or results indicators of the Project and develop the Progress Reports to be presented to World Bank
and EU. The Consultant will be expected to carry out and deliver on the following tasks:


a. The Consultant shall review project documents, targets and indicators under the scope of
the project, including in the World Bank Project Appraisal Document (PAD) and the EU
SUMAF Results Framework, as well as existing monitoring tools, and will develop a
comprehensive Monitoring and Evaluation Framework1 outlining performance indicators
with clear definitions, milestones, data collections strategies, frequency of collection and
methodologies for measuring these, identification of responsibilities for data collection,
and road map for implementation under the Project;
b. The Consultant shall assist the PMU for coordinating the data collections from the
participating project municipalities/utilities;
c. The Consultant shall monitor the quality of municipal data collection and evaluate results
and verify the collected data;
d. The Consultant shall prepare Project Progress Reports on the areas of the monitoring and
evaluation and assess the impact and effectiveness of the project and on meeting the
defined result indicators and the evaluated data; and Implementation Completion and

Results Report to evaluate final results, assess overall performance, and capture key
lessons.
e. The Consultant shall assist quality assurance and capacity development of the İLBANK PMU
for the planning and reporting of project monitoring and evaluation towards processes of
strengthening organizational M&E and reporting capacity;
f. The Consultant shall assist and participate the organization and coordination of monitoring
and evaluation missions of the Project;
g. The Consultant shall conduct the monitoring and evaluation trainings.
h. Maintaining of Documentation of experience, lessons learnt, case studies, success stories,
etc. relevant for capturing project results and ensure continuous learning from project
implementation.
i. The Consultant shall, at all times, be in coordination with project’s environmental and
social experts to ensure conformity of information and data received by
municipalities/utilities are in line with E&S document implementation.
j. The Consultant shall perform other duties emerging in the frame of this Terms of
Reference.


4. REPORTS
The Consultant shall prepare and update of all progress, completion and evaluation reports on meeting
the project indicators and the evaluation of the data to be submitted monthly and quarterly to ILBANK
and the World Bank. The reports prepared by the Consultant will be submitted to ILBANK PMU.
Consultant is also responsible for preparation of the monitoring reports requested by the EU.
He/she will fill in detailed time sheets on his/her activities and comply with his/her contract’s
requirements in terms of payment/time justification in the context of high accountability under IBRD
and EU financing.


5. DURATION AND LOCATION OF THE SERVICES
The services will be required on a full-time basis for an expected duration of 48 months. The M&E Expert
is expected to commence work from July 2020, with two months’ probation period and a renewable 1-
year contract, if performance is satisfactory.
The position will be mostly based in Ankara. If required, and with the approval of the Employer, the
Consultant shall attend the site visits to municipalities/utilities and ILBANK Regional Directorates within
the scope of the Project. In necessary cases, the Employer may assign the Consultant in ILBANK Regional
Directorates temporarily.


6. QUALIFICATION REQUIREMENTS
a. At least bachelor's degree in civil or environmental engineering;
b. Minimum of five (5) years of progressively responsible professional work experiences in
program monitoring and evaluation;
c. Experience of designing and applying performance monitoring and evaluation frameworks,
including indicator development, testing and data collection / analysis);
d. Experience in results-based programme development and management;
e. Experience on monitoring and evaluation of large, complex, long-term programmes of a
similar nature;
f. Very good command of both written and spoken English and Turkish;
g. Good computer skills with MS Office Applications and project management systems,
including Microsoft Project or equivalent;
h. Have a strong client orientation and interpersonal skills and teamwork;
i. Ability to travel without restriction.


7. METHODOLOGY
The consultant will be hired following the guidance of World Bank’s “Procurement Regulations for IPF
Borrowers (July 2016 and revised August 2018) (Procurement Regulations)”. The contracted position
will be the Monitoring and Evaluation Expert of ILBANK PMU in Ankara. The contract will be signed
between the ILBANK Department of International Relations or his designee and the consultant.
