FINANCIAL EXPERT
(Ref: PMU-IND-03)


1. BACKGROUND
ILBANK has received a loan from the World Bank to finance the “Municipal Services Improvement Project
in Turkey” (the Project). The Project will be jointly financed by the European Union (EU). The IBRD loan to
ILBANK, guaranteed by the Republic of Turkey, and a proposed grant from the European Commission
Development Fund (ECDF)'s Facility for Refugees in Turkey (FRIT) will be the financing sources. ILBANK
intends to utilize part of the proceeds for consulting services.


The overall objective of the Project is to contribute to the improvement of the living conditions of host
communities and Syrians under Temporary Protection (SUTPs) in five (5) selected municipalities; Adana,
Kahramanmaras, Kayseri, Konya, and Osmaniye, in dealing with the increased pressure on defined
municipal services, in particular water supply, sanitation and solid waste management, in a sustainable
and equitable manner.


The specific objectives are as follows:
(i) Provide access for host communities and Syrians under Temporary Protection to safely managed
drinking water, wastewater and solid waste management services.
(ii) Participate in the protection of the region’s environment and, in particular, of its resources in fresh
water, under stress due to climate change.
(iii) Support the municipalities and SKI’s in achieving operational and financial sustainability in water,
sanitation and solid waste management services.


The Project would be implemented through two components:
1) Environmental infrastructure investment (Component 1) including; water, sanitation and solid waste
management, comprising fourteen (14) projects located in five (5) provinces stated previously.
2) Technical assistance for project management and supervision (Component 2), including in particular
accompanying measures to improve the performance of water, sanitation and solid waste operators
(municipalities and metropolitan municipality water and wastewater administrations called "SKIs"), and to
support ILBANK in sub project management of the Project. This component will also consist of related
communication and visibility actions.


ILBANK will act as the Financial Intermediary (FI) to transfer funds to participating municipalities or
utilities that are the main Beneficiaries and implementing agencies of the Project, in the selected
provinces within the scope of Component 1 (environmental infrastructure investments); in addition,
ILBANK will directly procure some tenders in relation with Component 2 (consultancy services such as
audit of the project’s account, communication and visibility services and external supervision for works).
To be able to achieve these tasks, ILBANK has set a Project Management Unit (PMU) within its
International Relations Department which will be responsible for coordinating and supervising overall
implementation of the Project at central level. Participating municipalities/utilities will be responsible for
sub-project investment implementation and will set up municipal project implementation units (PIUs) at
local level to ensure effective sub-project implementation. As owners of the assets to be financed as part
of Component 1 (environmental infrastructure investments), the targeted municipalities and SKIs will be
the primary entities responsible for contract management and ILBANK’s PMU will provide assistance for
project management to the final beneficiaries (with particular attention to those which are not used to
working with international donors). ILBANK’s PMU will also be directly responsible for the procurement
activities within the scope of project.


Within the framework of the Project, a Financial Expert (PMU-IND-03) will be employed at Project
Management Unit of the General Directorate of ILBANK.


2. OBJECTIVES
The main objective is to employ an experienced consultant as the Financial Expert of ILBANK PMU to
assist in the project implementation activities as indicated below.


3. SCOPE OF THE SERVICES
The Financial Expert (the Consultant) will be expected to carry out the following tasks and and deliver
following outputs:
a. The Consultant shall review all kinds of financial and institutional documents (auditing
report, progress reports, etc) related to the Project and report his/her opinions and
suggestions to PMU.
b. The Consultant shall prepare if financial information according to Using of funds
equired by ILBANK and the World Bank.
c. The Consultant will evaluate the financial parts of the Feasibility Reports that will be
submitted by the municipalities/utilities.
d. The Consultant shall prepare and advise on the revison of the the financial parts of the
Sub-Financing Agreements with Municipalities / utilities
e. The Consultant shall prepare the withdrawal applications and replenishment
documents from the loan account to the designated account classifying the financing
source.
f. The Consultant shall make cash flow projections of the project and schedule of
payments to be made from the Designated Accounts.
g. The Consultant shall review progress payments regarding contracts signed by ILBANK
and Municipalities to ensure sufficient cash is maintained at the – designed account.
h. The Consultant shall ensure that the accounting records for the Project including those
related to the contracts signed within the framework of the Loan/Grant Agreement and
Sub-Financing Agreements are kept in accordance with the provisions of the relevant
legislation and Loan/Grant Agreements.
i. The Consultant shall prepare the financial part of the the quarterly and semi annual
Project Progress Reports requested by the World Bank.The Consultant shall prepare the
quarterlyInterim Unaudited Financial Reports for the ProjectThe Consultant shall
prepare the annual project financial statements that will be audited by the independent
auditors
j. The Consultant shall support PMU with regard to making internal and external
correspondence related to financial issues.
k. The Consultant shall prepare the accounting handbook that will provide information to
prepare the accounting records and necessary reports regarding the Grant/Loan, Sub-
Financing and designed account.
l. The Consultant shall prepare Financial Operational Manual that will provide
information to financial management system and financial operating principles.In the
scope of the project, the Consultant shall contact with persons, institutions and
organizations outside the ILBANK within the knowledge of the Project Management
Unit.
m. The consultant will perform other tasks assigned by the Financial Manager on the
financial issues of the Project.


4. REPORTS
The Consultant shall participate in the preparation and update of all progress reports and comment on
any activity reports due to WB. He/she will fill in detailed time sheets on his/her activities and comply
with his/her contract’s requirements in terms of payment/time justification in the context of high
accountability under IBRD and EU financing. He/she will report her time allocations between the IBRD
and EU related works in sufficient detail. The reports prepared by consultant will be submitted to ILBANK
PMU.


5. DURATION AND LOCATION OF THE SERVICES
The services will be required on a full-time basis for an expected duration of 48 months. The Financial
Expert is expected to commence work from July 2020, with two months’ probation period and a renewable
1-year contract, if performance is satisfactory.
The position will be mostly based in Ankara. If required, and with the approval of the Employer, the
Consultant shall attend the site visits to municipalities/ utilities and ILBANK Regional Directorates within
the scope of the Project. In necessary cases, the Employer may temporarily assign the consultant to
work in ILBANK Regional Directorates.


6. QUALIFICATION REQUIREMENTS
 At least a bachelor's degree in Business Administration, Economics, Finance or Social
Sciences or have a MS. or Ph.D. in these disciplines from a reputable national or
international university
 Minimum 5 years’ general work experience,
 At least two years of experience in financial management and implementation of contracts
according to the international financial and development organizations, such as World
Bank, European Union, AFD and United Nations or any other similar donors,
 Fluency in written and oral English and Turkish,
 Proficiency in key computer applications, e.g., MS Word, MS Excel, MS PowerPoint and MS
Project,
 Have a strong client orientation,
 Ability to travel without restriction.


7. METHODOLOGY
The Consultant will be hired following the guidance of World Bank’s “Procurement Regulations for
IPF Borrowers (July 2016 and revised August 2018) (Procurement Regulations)”. The contracted
position will be the Financial Expert of ILBANK PMU in Ankara. The contract will be signed between
the ILBANK Department of International Relations or his designee and the consultant.
