COMMUNICATION AND VISIBILITY EXPERT
(Ref: IBRD/ PMU-IND-01)


1. BACKGROUND
The ILBANK has applied for financing from the World Bank toward the cost of the “Municipal Services
Improvement Project in Turkey” (the Project) which will be jointly financed by the European Union (EU)
through an IBRD loan to ILBANK, guaranteed by the Republic of Turkey, and a proposed grant from the
European Commission Development Fund (ECDF)'s Facility for Refugees in Turkey (FRIT). ILBANK intends
to apply part of the proceeds for consulting services.


The overall objective of the Project is to contribute to the improvement of the living conditions of host
communities and Syrians under Temporary Protection (SUTPs) in five (5) selected municipalities; Adana,
Kahramanmaras, Kayseri, Konya, and Osmaniye, in dealing with the increased pressure on defined
municipal services, in particular water supply, sanitation and solid waste management, in a sustainable
and equitable manner.


The specific objectives are as follows:
(i) Provide access for host communities and Syrians under Temporary Protection to safely managed
drinking water, wastewater and solid waste management services.
(ii) Participate in the protection of the region’s environment and, in particular, of its resources in fresh
water, under stress due to climate change.
(iii) Support the municipalities and SKI’s in achieving operational and financial sustainability in water,
sanitation and solid waste management services.
The Project would be implemented through two components:
1) Environmental infrastructure investment (Component 1) including; water, sanitation and solid waste
management, comprising fourteen (14) projects located in five (5) provinces stated previously.
2) Technical assistance for project management and supervision (Component 2), including in particular
accompanying measures to improve the performance of water, sanitation and solid waste operators
(municipalities and metropolitan municipality water and wastewater administrations called "SKIs"), and to
support ILBANK in sub project management of the Project. This component will also consist of related
communication and visibility actions.
ILBANK will act as the Financial Intermediary (FI) to transfer funds to participating municipalities or
utilities that are the main Beneficiaries and implementing agencies of the Project, in the selected
provinces within the scope of Component 1 (environmental infrastructure investments); in addition,
ILBANK will directly procure some tenders in relation with Component 2 (consultancy services such as
audit of the project’s account, communication and visibility services and external supervision for works).
To be able to achieve these tasks, ILBANK has set a Project Management Unit (PMU) within its
International Relations Department which will be responsible for coordinating and supervising overall
implementation of the Project at central level. Participating municipalities/utilities will be responsible for
sub-project investment implementation and will set up municipal project implementation units (PIUs) at
local level to ensure effective sub-project implementation. As owners of the assets to be financed as part
of Component 1 (environmental infrastructure investments), the targeted municipalities and SKIs will be
the primary entities responsible for contract management and ILBANK’s PMU will provide assistance for
project management to the final beneficiaries (with particular attention to those which are not used to
working with international donors). ILBANK’s PMU will also be directly responsible for the procurement
activities within the scope of project.
Within the framework of the Project, a Communication and Visibility Expert (PMU-IND-01) will be
employed at Project Management Unit of the General Directorate of ILBANK.


2. OBJECTIVES
The main objective of this document is to define qualifications and the duties and responsibilities of the
Communication and Visibility Expert of ILBANK PMU for purposes of supporting communications and
visibility activities under the Municipal Services to assist in the project implementation activities as
indicated below.
3. SCOPE OF THE SERVICES
The Communication and Visibility Expert (the Consultant) will be expected to carry out and deliver on
the following tasks:
a. The Consultant shall prepare a communication strategy that outlines the communication
and visibility work implemented under “Facilities for Refugees in Turkey (FRIT) Municipal
Services Improvement Project” and based on approved strategy prepare a
communication action plan, in line with the EU communication strategy template1 that
outlines communication activities including a work calendar and communication budget.
b. Develop technical sections of any procurement/tender announcements for required
services to implement activities listed under communication strategy.
c. The Consultant shall produce main messages and catchy slogan options for each target
group.
d. The Consultant shall prepare supervise all content produced throughout the projectrelated
visibility activities (launch, workshops, communication outreach events in
selected localities) as well as outreach events that aim at informing beneficiaries.
e. The Consultant shall prepare generate content for printed materials and online media
platforms and supervise design processes of them.
f. The Consultant shall ensure preparation of all printed and audiovisual visibility materials
in line with communication strategy and plan.
g. The Consultant shall coordinate media relations including preparation of media advisories
and press releases and support all activities concerning media relations.
h. The Consultant shall provide support to video scripts prepared for awareness raising and
promotion.
i. The Consultant shall produce human-interest stories and success stories, prepare ebulletins.
j. The Consultant shall provide support for the timely execution of outdoor visibility
activities.
k. The Consultant shall provide support for the organization of outreach events that aim at
awareness raising and informing beneficiaries.
l. The Consultant shall ensure coordinated communication among service providers and
project partners.
m. The Consultant shall ensure that all communication tool and products are in line with the
communication strategy, project partners and donor.
n. The Consultant shall coordinate communication among local administrations and ILBANK
as contact point for all communication activities implemented under the project.
o. The Consultant shall prepare and submit any reports according to the requirements of
this ToR.


4. REPORTS
The Consultant shall participate in the preparation and update of all progress reports and comment on
any activity reports due to WB. He/she will fill in detailed time sheets on his/her activities and comply with
his/her contract’s requirements in terms of payment/time justification in the context of high accountability
under IBRD and EU financing. The reports prepared by the Consultant will be submitted to ILBANK PMU.


5. DURATION AND LOCATION OF THE SERVICES
The services will be required on a full-time basis for an expected duration of 48 months. The
Communication and Visibility Expert is expected to commence work from July 2020, with two months’
probation period and a renewable 1-year contract, if performance is satisfactory.
The position will be mostly based in Ankara. If required, and with the approval of the Employer, the
Consultant shall attend the site visits to municipalities/SKI’s and ILBANK Regional Directorates within the
scope of the Project. In necessary cases, the Employer may assign the consultant in ILBANK Regional
Directorates temporarily.


6. QUALIFICATION REQUIREMENTS
 At least bachelor's degree in communications, journalism, advertisement or social sciences,
 Experienced and knowledgeable about communication and visibility guidelines of the
European Union and the World Bank.
 Minimum 4 years of experience on communication and visibility in the projects financed by
the European Union.
 Experienced in working in the projects in coordination with public institutions in Turkey.
 Minimum 5 years of experience in projects implemented by the public institutions in Turkey
in the areas of communication and visibility work that involves public awareness-raising
events.
 Experienced in preparation of communication strategy, management and implementation of
communication work.
 Ability to produce content in English and Turkish both verbally and in writing.
 Knowledgeable about Microsoft Office package (Word, Excel, Outlook and PowerPoint) as
well as professional software relevant to the work area (Photoshop, Illustrator, Final Cut Pro,
Adobe Premier Pro, After Effects etc.) to the degree that ensures supervision of the
production processes.
 Good command of communication, ability to analyse and define main constraints.
 Ability to present complicated subjects in simple and brief manner, suggest solutions, assess
alternative options objectively, take action rationally by considering consequences of the
actions taken and in a manner of reaching an understanding with all parts.
 Excellent team player.
 Completed or postponed military service for male (Turkish citizen) candidates.
 Ability to work on flexible working hours and intensive schedule.
 Ability to travel without restriction.


7. METHODOLOGY
The consultant will be hired following the guidance of World Bank’s “Procurement Regulations for IPF
Borrowers (July 2016 and revised August 2018) (Procurement Regulations)”. The contracted position
will be the Communication and Visibility Expert of ILBANK PMU in Ankara. The contract will be signed
between the ILBANK Department of International Relations or his designee and the consultant.
