The ILBANK has applied for financing from the World Bank “the Bank” toward the cost of the
“Municipal Services Improvement Project” (the Project) which will be jointly financed by the Bank and
the European Union (EU) through an IBRD loan to ILBANK, guaranteed by the Republic of Turkey,
and a proposed grant from the European Commission Development Fund (ECDF)'s Facility for
Refugees in Turkey (FRIT), the content of which is further described in the Annex 1 below. ILBANK
intends to apply part of the proceeds for the recruitment of individual consultant services ("the Services")
that will cover the following fields:
i. Communication and Visibility Expert (1 person – full time) PMU-IND-01
ii. Environmental Expert (1 person – full time) PMU-IND-02
iii. Financial Expert (1 person – full time) PMU-IND-03
iv. Monitoring and Evaluation Expert (1 person – full time) PMU-IND-04
v. Procurement Expert (1 person – full time) PMU-IND-05
vi. Social Expert (1 person – full time) PMU-IND-06
vii. Technical Expert (1 person – full time) PMU-IND-07
The individual consultants will join ILBANK’s Project Management Unit, within its Department of
International Relations in Ankara, to participate in the daily tasks and activities associated with the
management of the Project’s implementation, in close collaboration with ILBANK’s General Directorate
and involved Water & Sewerage Administration General Directorates (SKIs) and Municipalities. The
Services are expected to start in October 2020. The estimated duration of the Project is approximately 4
years. One-year contracts will be signed with consultants as a first phase. The Terms of References for the

The shortlisting criteria for each of individual consultant services shall be found by the Terms of Reference
documents provided by the above link.
ILBANK invites eligible consultants to indicate their interests for the Services mentioned above. For each
position, at least 3 applicants will be shortlisted.
Interested applicants shall submit their Curriculum Vitae (CV) in English in the format given in the
Appendix II below, before August 11, 2020, 17.00 (local hour). In their CVs, interested applicants must
provide information evidencing that they are qualified and experienced to perform the expected
Services; similar services shall be considered when ranking the applications. Determination of the
similarity of the experiences will be based on: (i) the nature of the services performed; (ii) the technical
area of expertise; (iii) the application of international donors’ procedures; (iv) the location and, when
applicable, (v) the sector.
Individual Consultant/s will be selected in accordance with the Bank’s “Procurement Regulations for IPF
Borrowers” (July 2016-Revised November 2017 and August 2018) (“Procurement Regulations”), which

APPENDIX 1 : PROJECT DESCRIPTION
CONTEXT OF THE PROJECT
As a result of increased migration flows, mainly due to the Syrian conflict, Turkey hosts the largest
refugee population in the world, almost 4 million people, of whom about 3.6 million are registered
Syrians under Temporary Protection (SuTPs). The EU's Facility for Refugees in Turkey (FRiT) aims to
help Turkey meet the immediate humanitarian and development needs of refugees and their host
communities. On 28 June 2018, the European Council approved the launch of the second tranche of the
Facility, with a budget of EUR 3 billion ("FRIT 2"). Of this amount, EUR 380 million has been
earmarked for municipal infrastructure, notably in the water and sanitation sector. WB was selected on
the basis of a proposal submitted in the framework of a call for expressions of interest.
OBJECTIVES AND CONTENT OF THE PROJECT
The overall objective of the Project is to contribute to the improvement of the living conditions of host
communities and Syrians under Temporary Protection (SUTPs) in five (5) selected municipalities;
Adana, Kahramanmaras, Kayseri, Konya, and Osmaniye, in dealing with the increased pressure on
defined municipal services, in particular water supply, sanitation and solid waste management, in a
sustainable and equitable manner.
The specific objectives are as follows:
(i) Provide access for host communities and Syrians under Temporary Protection to safely managed
drinking water, wastewater and solid waste management services.
(ii) Participate in the protection of the region’s environment and, in particular, of its resources in fresh
water, under stress due to climate change.
(iii) Support the municipalities and SKI’s in achieving operational and financial sustainability in
water, sanitation and solid waste management services.
The Project would be implemented through two components:
1) Environmental infrastructure investment (Component 1) including; water, sanitation and solid
waste management, comprising fourteen (14) projects located in five (5) provinces stated previously.
2) Technical assistance for Project Management and Supervision, Capacity Building, Communication
and Citizen Engagement (Component 2), including in particular accompanying measures to improve the
performance of water, sanitation and solid waste operators (municipalities and metropolitan
municipality water and wastewater administrations called "SKIs"), and to support ILBANK in sub
project management of the Project. This component will also consist of related communication and
visibility actions.
STAKEHOLDERS AND MODUS OPERANDI
The final beneficiaries of the Project are, in fact, 6:
- 4 SKI in Adana (ASKI), Kahramanmaraş (KASKI), Kayseri (KASKİ) and Konya (KOSKI).
- 1 metropolitan municipality (Kahramanmaraş) and 1 non-metropolitan municipality
(Osmaniye), which manages its water and sanitation services directly under its own
management.
ILBANK, a public bank dedicated to the financing of municipal infrastructures, assumes the role of
technical and financial intermediary and the functions of project management assistance to the
municipalities / SKI. ILBANK has applied to grant financing from the European Development Fund
(EDF) and has received an IBRD loan to that end.
The World Bank has extensive experience globally and in Turkey with implementation of municipal
infrastructure and service delivery operations, provision of analytical and advisory services and policy
dialogue to promote sustainable municipal services in urban areas. The Bank has a professional team
engaged in preparation and implementation support of the investment and TA projects, and excellent
client relations with ILBANK, municipalities and key Ministries and central government agencies.

COST AND FINANCING
This project will be jointly financed by the European Union (EU) through an IBRD loan in the amount
of Euro 135.36 million to ILBANK, guaranteed by the Republic of Turkey, and a proposed grant from
the European Commission Development Fund (ECDF)'s Facility for Refugees in Turkey (FRIT) in the
amount of Euro 139.81 million. The total cost is estimated at Euro 275.17 million.
MAIN EXPECTED EFFECTS
Overall objective of the Municipal Services Improvement Project (MSIP) is to improve municipal
infrastructure including; water supply, wastewater and solid waste services in municipalities affected by
refugee influx.
