(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy Services for Akşehir Water Supply Project, Ilgın Wastewater Treatment Plant and Çumra Wastewater Treatment Plant

ILBANK (hereinafter called “Borrower”) has received[1] financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called “Loan”) toward the cost of Municipal Services Improvement Project. The Borrower intends to apply a portion of the proceeds of this Loan to eligible payments for the Consultancy Services for Akşehir Water Supply Project, Ilgın Wastewater Treatment Plant and Çumra Wastewater Treatment Plant.

Consultancy Services will include; the design, review of existing designs and preparation of final designs, preparation of tender packages and bidding documents, providing technical support to prepare bid evaluation reports and performing construction supervision (hereinafter called “Services”).

 

The above services are related to the following proposed investments:

 

  1. construction of approximately 6 km of water supply transmission line and 96 km of water network,

  2. construction of 2 wastewater treatment plants with the capacities of 9.895 and 8.500 m3/day respectively,

  3. construction of 2 water reservoirs.

 

The estimated duration of services is 42 (forty-two) calendar months including design and supervision of construction works, and Defects Liability Period of the construction works which is 12 months.

ILBANK will coordinate with Konya Water & Sewerage Administration General Directorate (KOSKI) in the implementation of the Services.

 

ILBANK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is required to be provided to evidence the related experience on similar works: (i) the client and contact information; (ii) source of financing; (iii) information on contract amount and scope; (iv) commencement and completion date. The shortlisting criteria are:

 

  1. General experience as a Consultancy firm:

 

  1. At least 10 years’ experience of successful performance in water supply transmission line and network and wastewater treatment plant consultancy services;

  2. Experience in successful completion of projects financed by international financing institutions.

 

  1. Specific Experience:

 

  1. Experience in successful completion of design and construction supervision services that are similar to the required Services defined above in terms of their size and complexity within the last 10 years;

  2. Experience in the region and local knowledge.

     

The Client satisfaction and past performance of the Consultants in similar works will be considered in the ranking of the Consultants when establishing the longlist.

 

A consultant will be selected in accordance with the Consultant’s Qualification–based Selection (CQS) method set out in the World Bank's Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (July 2016, Revised November 2017 and August 2018).

 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV shall be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested Consultants should clearly indicate the composition of their "association", and role of each partners (lead or member) and sub-consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing. The full commercial names of all Consultants and their country should be specified in the expression of interest.

 

The attention of interested Consultants is drawn to paragraph 3.17 of the Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (July 2016, Revised November 2017 and August 2018), setting forth the World Bank's policy on conflict of interest.

 

This specific Request for Expression of Interest (RFEOI) is published simultaneously with the RFEOIs of similar services under the same Project for the assignments:

 

Reference No. Adana C1;

Reference No. KMaras C1;

Reference No. KMaras C2;

Reference No. Kayseri C1; and,

Reference No. Osmaniye C1.

 

The Consultants are free to express interest for one or more assignments provided above.

 

ILBANK requires the Consultants to acknowledge that ILBANK shall establish a single longlist for all of the 6 group of consultancy contracts[2] including those expressed interest to this specific RFEOI and the other RFEOIs. After evaluating the relevant experience and qualifications, ILBANK will select the Consultant with the best qualifications and experience and will invite it to submit its technical and financial proposals for negotiations for the relevant assignment.

 

In case of the Consultants expressed interest for more than one assignment, they should indicate in their letters for which assignment they express interest by specifying above mentioned Reference No.s. The Consultants do not need to submit separate files for each Reference assignments for which they expressed interest if the composition of the Consultants is same for all of the interested assignments. ILBANK has the right to decide for which assignment(s) the Consultants will be requested to submit their technical and financial proposals for negotiations.

 

The Consultants attention is drawn that ILBANK will engage an independent Probity Assurance Provider during the negotiations under this selection process.
