Assignment Title: Consultancy Services for Support to ILBANK PMU

Ref. No. (as per Procurement Plan): IB-A2.C8-1/FFR

The Republic of Turkey has been allocated grant funds from the European Union Instrument for Pre-Accession Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the ILBANK (“Recipient”). ILBANK intends to apply the funds to eligible payments for the consultant services (“the Services”) to support ILBANK PMU for review and approval of Financial Feasibility Studies (so called Credit Worthiness studies-CWSs) in order to financial and economic appraisal of the respective Municipalities/Utilities listed in Annex under Sustainable Cities Project II - Additional Financing (SCP-II AF).

The estimated duration of services is 10 (ten) calendar months.

ILBANK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works: (i) the Client and contact information, (ii) source of financing, (iii) information on contract amount and scope, (iv) commencement and completion date,

The shortlisting criteria are:

  1. Experience in the preparation, review and/or financial audit regarding the Creditworthiness studies, Company Valuation Studies, Financial and Economic Feasibility Studies etc. for public or private sectors and preferably for World Bank or other IFIs financed projects,
  2. Experience in reporting requirements and projects financed by international financing institutions,
  3. Experience in working with Municipalities and other Public Authorities,
  4. Have a background in national regulatory environment for municipal finance and creditworthiness,
  5. Staff capacity and availability of appropriate skills among key personnel.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing.

A consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.

Expressions of interest must be delivered to the e-mail address below by 14th of October, 2020 | 16:00 (local time). The Applications shall be only submitted by e-mail due to the COVID-19 pandemic and Letter of Application as well as with attached documents requested above (signed, stamped and scanned) shall be sent through the official e-mail of the Interested Consultants within the specified time. ILBANK reserves the right to reject the applications received after the above-referenced date.
