GENERAL PROCUREMENT NOTICE

Project ID No. P180849


The Republic of Turkiye has applied for financing in the amount of US$1.0 billion equivalent, from the World Bank toward the cost of the Turkiye Earthquake Recovery and Reconstruction Project (TERREP) and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.


The project will include the following components:


Component 1. Restoration of Municipal Infrastructure and Services (tentative allocation: US$420 million) to be implemented by General Directorate of ILBANK (ILBANK) as the Project Implementing Agency

 

Subcomponent 1.1: Resilient rehabilitation and reconstruction of municipal infrastructure (tentative allocation: US$320 million). This subcomponent would finance the rehabilitation and reconstruction of existing (i) municipal water, sanitation, wastewater, and drainage services, and (ii) municipal roads, bridges, underpasses, and allied infrastructure, which have been damaged by the earthquakes, to be more disaster and climate resilient. The subcomponent may also finance installation of temporary infrastructure facilities for container cities (such as package wastewater treatment plants, solar thermal hot water collectors, portable rainwater storages, etc.) where needed.


Subcomponent 1.2: Resilient recovery of critical municipal service facilities (tentative allocation: US$100 million). This subcomponent will finance the rehabilitation and reconstruction of municipal fire station buildings and purchase of equipment required to restore the provision of firefighting, emergency response, and other critical municipal services.


Component 2. Restoration of Health Services (tentative allocation: $270 million) to be implemented by Ministry of Health (MoH) as the Project Implementing Agency


Subcomponent 2.1: Ensuring continuity of primary-level and hospital-level health services (tentative allocation: US$116.2 million). This subcomponent will finance (i) the establishment of a network of 350 fixed, fully equipped prefabricated family health centers needed to replace the collapsed, heavily, and moderately damaged Primary Health Care (PHC) buildings in the earthquake-affected region, (ii) the procurement of 250 mobile health clinics to reach out to the different temporary settlements with large, displaced populations and rural region and (iii) the provision of furniture, medical equipment, and medical goods required for the operation of eleven prefabricated steel-structure emergency hospitals, which are currently being constructed by MoH with expected completion within 120 days.


Subcomponent 2.2: Providing mobile diagnostic services (tentative allocation: US$67.9 million). This subcomponent will establish a network of mobile diagnostic services to support the field emergency hospitals and prefabricated PHC facilities. It will finance the purchase of: (i) vehicles equipped with mobile imaging equipment, (ii) mobile public health laboratories for microbiology and water analysis, (iii) mobile computerized tomography devices, (iv) mobile digital X-ray and ultrasound devices, (v) home health care services vehicles and related kits, (vi) ambulances and fully equipped medical all-terrain vehicles, and (vii) mobile command control vehicles.


Subcomponent 2.3: Supporting access to vaccination, disability services, and medical equipment (tentative allocation: US$85.9 million). This subcomponent will finance (i) the replacement of damaged provincial and district vaccine warehouses in the earthquake-affected region with prefabricated and light steel construction vaccine storage containers; (ii) provision of vaccine transport vehicles (iii) provision of equipment for disability services, including e.g., microprocessor prosthesis, orthotics and prosthesis, and battery powered wheelchairs; (iv) provision of equipment and capacity building for physical therapy and rehabilitation centers in earthquake-affected provinces; and (v) provision of essential medical supplies such as biocidal products and rapid test kits.


Component 3. Emergency Housing Support and Recovery (tentative allocation: $290 million) to be implemented by Ministry of Environment, Urbanization, and Climate Change (MoEUCC) as the Project Implementing Agency


Subcomponent 3.1: Rural housing reconstruction (US$280 million): This subcomponent will finance civil works, consultancy, and non-consulting services to support housing reconstruction and the recovery of earthquake-affected rural villages under the government?s existing post-disaster housing reconstruction program.


Subcomponent 3.2: Capacity building for resilient recovery and post-disaster housing support (US$10 million): This subcomponent will finance technical assistance and advisory services to Disaster and Emergency Management Presidency (AFAD)?s General Directorate of Housing and Construction Works, and MoEUCC?s General Directorate of Construction Affairs to support planning for medium/longer term resilient reconstruction and improve post-disaster housing programs for future disasters.


Component 4. Project Management, Monitoring & Evaluation (tentative allocation: $20 million) to be implemented by all Project Implementing Agencies of the Project


This component would finance consultant and non-consulting services, goods, training, and operating costs for supporting the Implementing Agencies in project management and implementation activities under the Project, including for, but not limited to, monitoring and evaluation, reporting, procurement, financial management, environmental and social management, grievance redress mechanism, and project communication and outreach.


Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank?s Procurement Regulations for IPF Borrowers dated November 2020, (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.


Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank?s external website and on the free accessible web sites of ILBANK (https://www.ilbank.gov.tr) for Component 1 Activities,  MoH (www.saglik.gov.tr) for Component 2 Activities or the General Directorate of Construction Affairs of the MoEUCC (https://kamuguclendirme.csb.gov.tr/) for Component 3 Activities as well as in a newspaper of national circulation in Turkiye or in the official gazette.
