GENERAL PROCUREMENT NOTICE

ILBANK has applied for grant financing in the amount of EUR 139.81 million equivalent
from the European Development Fund (EDF) under the Municipal Infrastructure Window
of the Facilities for Refugees in Turkey - FRIT and has received an IBRD loan in the
amount of EUR 135.36 million equivalent toward the cost of the Municipal Services
Improvement Project (MSIP) and it intends to apply part of the proceeds to payments for
goods, works, non-consulting services and consulting services to be procured under this
project. This project will be jointly financed by the European Union (EU).
The project will include the following components:
Component 1 Environmental Infrastructure Investments
The Project will finance construction of water transmission lines and water networks,
sewerage - stormwater networks and collection lines, water and wastewater treatment
plants, integrated solid waste facility and goods supply in 5 (five) provinces of Turkey;
Adana, Kahramanmaraş, Kayseri, Konya and Osmaniye.
Main Works contracts under Component 1 to be financed by the IBRD Loan are as
follows; ADANA W1, ADANA W2, KMARAS W3, KMARAS W4 (Lot-1), KMARAS
W5, KAYSERİ W1 (Lot-2) and OSMANİYE W1 (Lot-1) and the works and goods
contracts to be financed by EU Grant, are; ADANA W3, KMARAS W1, KMARAS G1,
KMARAS G2, KMARAS W2, KMARAS W4 (Lot-2), KMARAS W6, KAYSERİ W1
(Lot-1), KONYA W1, KONYA W2, KONYA W3 and OSMANİYE W1 (Lot-2).
Component 2 Technical Assistance for Project Management and
Supervision, Capacity Building, Communication and Citizen
Engagement
The Project will finance consultancy services for design review and supervision of
environmental infrastructure investments, Institutional Capacity Building activities
targeting the participating municipalities, utilities and ILBANK, Citizen/Community
engagement activities and trainings and Public Communication and Visibility activities.
Main Consulting Services under Component 2 to be financed by the IBRD Loan include;
the design, review of existing designs and preparation of final designs, preparation of
tender packages and bidding documents, providing technical support to prepare bid
evaluation reports and performing construction supervision, under six (6) groups as
ADANA C1, KMARAS C1, KMARAS C2, KAYSERİ C1, KONYA C1 and OSMANİYE
C1.

Procurement of contracts financed by the World Bank will be conducted through the
procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers
(July 2016 and revised August 2018) (Procurement Regulations) and is open to all eligible
firms and individuals as defined in the Procurement Regulations. The World Bank shall
arrange the publication on its external website of the agreed initial procurement plan and all
subsequent updates once it has provided a no objection.
Procurements under this Project are subject to “Bank Guidance - Procurement in Situations
of Urgent need of Assistance or Capacity Constraints” available at
www.worldbank.org/procurement.
Specific procurement notices for contracts subject to open international competitive
procurement will be announced, as they become available, in UN Development Business
online, on the World Bank’s external website and in the national gazette and/or in
newspapers of national circulation and www.ilbank.gov.tr.
Other open procurements at national level, specific procurement notices will be announced
as they become available in www.ilbank.gov.tr and in the national gazette and/or in
newspapers of national circulation.
