Assignment Title:  Consultancy Services for Preparation of Financial Feasibility Studies under Sustainable Cities Project II - Additional Financing (SCP-II AF) for selected Municipalities/Utilities;

GROUP-2  Antalya-Alanya Municipality, Konya-Metropolitan Municipality, Adana-ASKİ and Konya-KOSKİ (Ref. No. IB-A2.C5/CW2)

Grant funds from the European Union Instrument for Pre-Accession Trust Fund has been allocated for the implementation of the SCP. The allocated funds are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the ILBANK (“Recipient”). ILBANK intends to apply the funds to eligible payments for the consultant services (“the Services”) to prepare Financial Feasibility Studies (so-called Creditworthiness Studies (CWS)) under Sustainable Cities Project II - Additional Financing (SCP-II AF) for selected Municipalities/Utilities under five Groups that will cover the following tasks:

  1. Drafting creditworthiness methodology, modelling proposal, list of financial tools and ratios before starting the CWSs
  2. Conducting economic analysis over the selected city including assessment of economic and social infrastructure, socioeconomic trends underpinning the demand for public services, per capita income and its volatility, real annual local GDP growth, composition of local GDP, natural resources, employment growth & quality of workforce, review of regional plan, provincial plans, sectoral plans and institutional plans
  3. Conducting financial analysis over the selected municipality/utility including financial position of the municipality and the statement of financial position, revenues, income and financing, expenses, capital expenditures and debt payments, sources and use of financial resources, debt service, creditworthiness ratios, indebtness evaluation, fiscal autonomy, capital investment effort, service sustainability, quality of operations.
  4. Submission of Creditworthiness Studies (CWSs) with Executive Summary for the respective Municipality/Utility

ILBANK intends to award the services to be implemented under 5 (five) separate contracts. The estimated duration of services is 10 (ten) calendar months.

ILBANK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works: (i) the Client and contact information, (ii) source of financing, (iii) information on contract amount and scope, (iv) commencement and completion date,

The selection criteria are:

  1. Experience in the preparation of Creditworthiness studies, Company Valuation Studies, Financial and Economic Feasibility Studies etc. for public or private sectors and preferably for World Bank or other IFIs financed projects,
  2. Experience in reporting requirements and projects financed by international financing institutions,
  3. Experience in working with Municipalities and other Public Authorities,
  4. Have a background in national regulatory environment for municipal finance and creditworthiness,
  5. Staff capacity and availability of appropriate skills among key personnel.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of selection and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for selection.

A consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.

This specific Request for Expression of Interest (RFEOI) is published simultaneously with the RFEOIs of similar services under the same Project for the assignments:

GROUP-1  Afyonkarahisar-İscehisar, Balıkesir-Ayvalık, Balıkesir-Sındırgı, Kütahya-Emet, Tekirdağ-Hayrabolu, Tekirdağ-Kapaklı Municipalities, Manisa-Metropolitan Municipality, Balıkesir-BASKİ and Manisa-MASKİ (Ref. No. IB-A2.C5/CW1)

GROUP-3  Aksaray-Central, Çorum-Alaca, Çorum-Kargı, Nevşehir-Central, Nevşehir-Kozaklı, Niğde-Central, Sivas-Suşehri Municipalities and Ankara-ASKİ

GROUP-4  Düzce-Akçakoca, Düzce-Central, Düzce-Çilimli, Eskişehir-Odunpazarı, Zonguldak-Central Municipalities, Eskişehir-ESKİ and Sakarya-SASKİ

GROUP-5  Amasya-Merzifon, Gümüşhane-Central, Kastamonu-Central, Rize-Central, Rize-Çayeli, Sinop-Central, Sinop-Türkeli, Tokat-Niksar Municipalities and Samsun-SASKİ (Ref. No. IB-A2.C5/CW5)

 

The Consultants are free to express interest for one or more assignments provided above.

ILBANK requires the Consultants to acknowledge that ILBANK shall establish a single longlist for all of the 5 group of consultancy contracts including those expressed interest to this specific RFEOI and the other RFEOIs. After evaluating the relevant experience and qualifications, ILBANK will select the Consultant with the best qualifications and experience and will invite it to submit its technical and financial proposals for negotiations for the relevant assignment.

In case of the Consultants expressed interest for more than one assignment, they should indicate in their letters for which assignment(s) they express interest by specifying above mentioned Ref. No.s. The Consultants do not need to submit separate files for each Group assignments for which they expressed interest if the composition of the Consultants is same for all of the interested assignments. ILBANK has the right to decide for which assignment(s) the Consultants will be requested to submit their technical and financial proposals for negotiations. Firms’ overall capacity to perform multiple concurrent contracts will be assessed before including it in more than one selection as per paragraph 2.8 of the Consultant Guidelines.

Expressions of interest must be delivered to the e-mail address below by 25th of September, 2020 | 16:00 (local time). The Applications shall be only submitted by e-mail due to the COVID-19 pandemic and Letter of Application as well as with attached documents requested above (signed, stamped and scanned) shall be sent through the official e-mail of the Interested Consultants within the specified time. ILBANK reserves the right to reject the applications received after the above-referenced date.
