The ?İller Bankası A.Ş.? (hereinafter referred to as ?the ?Grant Beneficiary?), Şanlıurfa Metropolitan Municipality General Directorate of Water and Sewerage Administration (ŞUSKİ), hereinafter referred to as ?the Employer has received a grant from the European Investment Bank ? EIB (hereinafter referred as ?the Bank?) ? towards the cost of the ?Technical Assistance and Investment Support for the Municipal Resilience Facility? .This international Invitation for tenders relates to the contract for ?Construction of Şanlıurfa Drinking Water Networks (MADAD-URF-W01)?
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the grant:
These contracts will include: 1 Package has 2 lots of Drinking Water Networks as following:
Lot 1: Construction of Akçakale Drinking Water Network ,the scope of Works as follows:
The construction period will be 24 months , followed by 12 months for Defect Notification Period
Lot 2: Construction of Harran Drinking Water Network, the scope of Works as follows:
The construction period will be 24 months , followed by 12 months for Defect Notification Period
This contract including 2 lots is expected to be implemented from January 2021 to December 2023
An Applicant shall be allowed to bid for any lot, more than one lot or all lots within his bidding capacity; however, he may only be awarded a maximum number of contracts for which he meets the aggregated requirements of such contract combination (award capacity). A Bidder?s award capacity will be determined during bid evaluation when additional information such as (i) financial resources and current contract commitments, (ii) equipment to be allocated, and (iii ) personnel to be fielded will be assessed.
The selection criteria to be met by the bidders are as follows .The evaluaiton criteria to be used is the lowest price of the compliant and technically responsive tenders in the tender evaluation , Tenderers wishing to submit tenders for more than 1 lot should meet cumulative requirements equal to the sum of individual requirements for corresponding lots and establishing to the Employer?s satisfaction that
five million two hundred fifty thousand (5.250.000) Euro, or two (2) contracts with a total value of eight million (8.000.000) Euro
two million eight hundred thousand (2.800.000) Euro, or two (2) contracts with a total value of four million two hundred thousand (4.200.000) Euro
that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Work?s Requirements.
3. For the above or other contracts executed during the period stipulated above, a minimum experience in? the following key activities:
4. The average of annual turnovers in constructon works over the past five (5) financial years shall be a minimum of ;
five million two hundred fifty thousand (5.250.000) Euro or equivalent.

Annual turnovers shall be verified by the documents certified by Certified (Sworn-in) Public Accountant or Tax Authority.
6. The audited financial statements (audited balance sheets and income tables or, if not required by the law of the tenderer?s country, other financial statements acceptable to the Employer) as well as the report of certified public (sworn) accountant for the past 5 financial years shall be submitted and must demonstrate the soundness of the Bidder?s financial position, showing long-term profitability.
7. The Bidder shall provide required number of key personnel with appropriate experience and all necessary equipments for the satisfactory completion of the Works.
All firms are invited to participate in the tender. In the form of Joint Ventures, the Bidder shall submit The Joint Venture Declaration and meet the qualification criteria as well as other documentation and conditions given by Bidding Documents.

On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Grant Beneficiary bears no responsibility for the delivery in such a case.
Bids shall be valid for a period of 120 calendar days after Bid opening.
A Bid Security not less than 3 % of the amount offered by the Bidder fulfilling the conditions indicated in the Bidding Documents must accompany all bids.
All bids must be delivered in closed envelops bearing the mention ?Bid for Construction of Şanlıurfa Drinking Water Network (MADAD-URF-W01)? not later than 22.12.2020 and 15:00 p.m.(local time) at the following address:

Bids will be opened immediately in the presence of Bidders? representatives who choose to attend. Late bids will be rejected and returned unopened to the bidders.
