Construction of Hatay Drinking Water Network

(MADAD-HTY-W01)

The “İller Bankası A.Ş.” (hereinafter referred to as “the “Grant Beneficiary”), Hatay

Metropolitan Municipality, hereinafter referred to as “the Employer has received a grant from

the European Investment Bank – EIB (hereinafter referred as “the Bank”) – towards the cost of

the “Technical Assistance and Investment Support for the Municipal Resilience Facility” .This

international Invitation for tenders relates to the contract for “Construction of Hatay Drinking

Water Networks (MADAD-HTY-W01)”

The Employer now invites sealed tenders from contractors for the following contract to be

funded from part of the proceeds of the grant:

These contracts will include: 1 Package has 3 lots of Drinking Water Networks as following:

Lot 1:Construction of Harbiye Drinking Water Network,the scope of Works as follows:

- Construction of the drinking water network pipe lines having a total length approx. 119

km and diameter between 110mm and 500mm Ductile Iron (5 km) , HDPE (114km)

- Construction of the new service reservoirs having a capacity 5000m3 , house connections

diameter 32 mm and 40 mm ,4000 pcs., Auxiliary Network Structures ( PRV’s,valve

chambers etc) and crossings (horizontal drilling,river crossing and bridge crossing)

approx. 156 m.

The construction period will be 24 months , followed by 12 months for Defect Notification Period

Lot 2: Construction of Reyhanlı and Kumlu Drinking Water Network, the scope of

Works as follows:

Reyhanlı;

- Construction of the drinking water network pipe lines having a total length approx. 184

km and diameter between 90mm and 450mm , HDPE

- Construction of the new pump lines a total length approx. 3 km and diameter 110 and

355mm. Auxiliary Network Structures ( PRV’s,valve chambers etc) and horizontal

drilling (under State roads) approx. 180 m.

- Construction of the new service reservoirs having a capacity 2000m3 and 50m3, house

connections diameter 32 mm ,40 mm and 63 mm ,4500 pcs., Mechanical ,Electrical

Installations and Automation.

Kumlu;

- Construction of the drinking water network pipe lines having a total length approx. 24,9

km and diameter between 90mm and 280mm , HDPE including house connections

800 pcs. And Network structures (chambers and fire hydrants)

The construction period will be 24 months , followed by 12 months for Defect Notification

Period

Lot 3: Construction of Kırıkhan Drinking Water Network, the scope of Works as follows:

- Construction of the drinking water network pipe lines having a total length approx. 250

km and diameter between 110mm and 500mm , HDPE .

- Construction of transmission line approx.1,81 km and pump line approx.1,58 km , house

connections diameter 32 mm and 40 mm ,5000 pcs., Auxiliary Network Structures (

PRV’s,valve chambers etc) and crossings (hang on bridge,horizonal drilling under

highways) approx. 230 m.

The construction period will be 24 months , followed by 12 months for Defect Notification

Period

This contract including 3 lots is expected to be implemented from October 2020 to October 2023

An Applicant shall be allowed to bid for any lot, more than one lot or all lots within his bidding

capacity; however, he may only be awarded a maximum number of contracts for which he meets

the aggregated requirements of such contract combination (award capacity). A Bidder’s award

capacity will be determined during bid evaluation when additional information such as (i)

financial resources and current contract commitments, (ii) equipment to be allocated, and (iii )

personnel to be fielded will be assessed.

The selection criteria to be met by the bidders are as follows .The evaluaiton criteria to be used

is the lowest price of the compliant and technically responsive tenders in the tender evaluation ,

Tenderers wishing to submit tenders for more than 1 lot should meet cumulative requirements

equal to the sum of individual requirements for corresponding lots and establishing to the

Employer’s satisfaction that

1. The Bidder must have successfully completed similar contracts as defined below within

the last 10 years up to the submission deadline of the Tender. Previous experience must

be proved by originals or notary-certified copies of provisional acceptance (Taking Over

Certificate ) or final acceptance (Performance) certificates.

2. Participation as contractor, management contractor, a joint venture member or

subcontractor, in at least one (1) contract within the last ten (10) years, with a value of

at least ;

Lot 1 Construction of Harbiye Drinking Water Network;

three million five hundred (3.500.000) Euro, or two (2) contracts with a total

value of five million two hundred fifty thousand (5.250.000) Euro

Lot 2 Construction of Reyhanlı-Kumlu Drinking Water Network;

five million six hundred thousand (5.600.000) Euro, or two (2) contracts with a

total value of eight million four hundred thousand (8.400.000) Euro

Lot 3 Construction of Kırıkhan Drinking Water Network;

five million six hundred thousand (5.600.000) Euro, or two (2) contracts with

a total value of eight million four hundred thousand (8.400.000) Euro

that have been successfully and substantially completed and that are similar to the

proposed Works. The similarity shall be based on the physical size, complexity,

methods/technology or other characteristics as described in Section VI, Work’s

Requirements.

3. For the above or other contracts executed during the period stipulated above, a minimum

experience in the following key activities:

Lot 1 Construction of Harbiye Drinking Water Network;

i. Complete construction,installation , delivery of the drinking water network

pipe lines having min 40 km under one single contract and,

Lot 2 Construction of Reyhanlı-Kumlu Drinking Water Network;

i. Complete construction, installation, delivery of the drinking water network

pipe lines having min 60 km under one single contract and,

Lot 3 Construction of Kırıkhan Drinking Water Network;

i. Complete construction, installation, delivery of the drinking water network

pipe lines having min. 60 km under one single contract.

4. The average of annual turnovers in constructon works over the past five (5) financial

years shall be a minimum of ;

Lot 1 Construction of Harbiye Drinking Water Network;

three million five hundred thousand (3.500.000) Euro or equivalent

Lot 2 Construction of Reyhanlı-Kumlu Drinking Water Network;

five million six hundred thousand (5.600.000) Euro or equivalent.

Lot 3 Construction of Kırıkhan Drinking Water Network;

five million six hundred thousand (5.600.000) Euro or equivalent.

Annual turnovers shall be verified by the documents certified by Certified (Swornin)

Public Accountant or Tax Authority.

5. The Bidder must demonstrate access to, or availability of, financial resources such as

liquid assets, unencumbered real assets, lines of credit, and other financial means, other

than any contractual advance payments to meet;

Lot 1 Construction of Harbiye Drinking Water Network;

i. the following cash-flow requirement of eight hundred thousand (800.000)

Euro, and

ii. the overall cash flow requirements for this contract and its current

commitments

Lot 2 Construction of Reyhanlı-Kumlu Drinking Water Network;

i. the following cash-flow requirement of one million (1.000.000) Euro,

ii. the overall cash flow requirements for this contract and its current

commitments

Lot 3 Construction of Kırıkhan Drinking Water Network;

i. the following cash-flow requirement of one million (1.000.000) Euro,

and

ii. the overall cash flow requirements for this contract and its current

commitments

6. The audited financial statements (audited balance sheets and income tables or, if not

required by the law of the tenderer’s country, other financial statements acceptable to the

Employer) as well as the report of certified public (sworn) accountant for the past 5

financial years shall be submitted and must demonstrate the soundness of the Bidder’s

financial position, showing long-term profitability.

7. The Bidder shall provide required number of key personnel with appropriate experience

and all necessary equipments for the satisfactory completion of the Works.

All firms are invited to participate in the tender. In the form of Joint Ventures, the Bidder shall

submit The Joint Venture Declaration and meet the qualification criteria as well as other

documentation and conditions given by Bidding Documents.

bearing the name of the project. On request, against a faxed copy of the evidence of the

remittance, the Bidding Documents may be sent by courier service if the transport is previously

ordered by the Bidder in his country. The Grant Beneficiary bears no responsibility for the

delivery in such a case.

Bids shall be valid for a period of 120 calendar days after Bid opening.

A Bid Security not less than 3 % of the amount offered by the Bidder fulfilling the conditions

indicated in the Bidding Documents must accompany all bids.

All bids must be delivered in closed envelops bearing the mention “Bid for Construction of Hatay

Drinking Water Network (MADAD-HTY-W01)” not later than 08.09.2020 and 15:00 p.m.(local

Bids will be opened immediately in the presence of Bidders’ representatives who choose to

attend. Late bids will be rejected and returned unopened to the bidders. This procurement
