Assignment Title:  Consultancy Services for Preparation of Sustainable Energy and Climate Action Plan (SECAP)

Ref. No. (as per Procurement Plan): IB-A1.C6

The Republic of Turkey has been allocated grant funds from the European Union Instrument for Pre-Accession Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the ILBANK (“Recipient”). ILBANK intends to apply the funds to eligible payments for the consultant services (“the Services”) to prepare Sustainable Energy and Climate Action Plan (SECAP) for Adana and Manisa Metropolitan Municipality that will cover the following tasks:

  1. Prepare the Sustainable Energy and Climate Action Plan (SECAP) including dynamic planning framework with cross-sectoral perspective
  2. Elaborate a Baseline Emission Inventory (BEI), run future Greenhouse Gas (GHG) projections, set reduction targets, suggested actions and SWOT analysis, perform a Risk and Vulnerabilities Assessment (RVA)
  3. Propose a sound governance structure and stakeholder engagement strategy for the preparation and implementation of the SECAP
  4. Develop a web-page and maintain it during the course of assignment
  5. Conduct capacity building activities during the execution of the Assignment
  6. Propose a M&E mechanism that includes performance indicators, data sources, database management strategy municipal/city visions

The estimated duration of services is 12 (twelve) calendar months.

ILBANK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works: (i) the Client and contact information, (ii) source of financing, (iii) information on contract amount and scope, (iv) commencement and completion date,

The shortlisting criteria are:

  1. Minimum 3 action/strategic plans of similar scope and complexity in the fields of energy or environment at municipal, provincial or national level.
  2. Experience in energy efficiency, climate actions, disaster risk management, risk mitigation and urban planning,
  3. Experience in projects financed by international financing institutions,
  4. Experience in urban sustainable development (social, environmental, financial sustainability issues),
  5. Experience in consultancy services including environmental safeguards, social engagement plans and GIS applications,
  6. Work experience in the region (preferably Turkey),
  7. Staff capacity and availability of appropriate skills among key personnel.
  8. Technical, managerial capability and sound financial capacity of the firm related to the above mentioned services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing.

A consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.

Expressions of interest must be delivered to the e-mail address below by 30th of October, 2020 | 16:00 (local time). The Applications shall be only submitted by e-mail due to the COVID-19 pandemic and Letter of Application as well as with attached documents requested above (signed, stamped and scanned) shall be sent through the official e-mail of the Interested Consultants within the specified time. ILBANK reserves the right to reject the applications received after the above-referenced date.
