İLBANK ("the Beneficiary") has received a grant from the French Development Agency (Agence Française de Développement – “AFD”), for the purpose of financing the costs of the “Municipal Services Project I” (the content of which is further described in the Annex 1 below). ILBANK intends to apply part of the proceeds for the recruitment of individual consultant services ("the Services") that will cover the following fields:

  i. Procurement Consultant (2 people – full time)   AFD-IND01/A - AFD-IND01/B

ii. Technical Consultant (1 person – full time) AFD-IND02

iii. Environmental Consultant (1 person – full time) AFD-IND03

iv. Social Consultant ( 1 person – part time) AFD-IND04

  

The individual consultants will join ILBANK’s Project Management Unit, within its Department of International relations in Ankara, to participate in the daily tasks and activities associated with the management of the Project’s implementation, in close collaboration with ILBANK’s General Directorates and involved SKIs and Municipalities. The Services are expected to start in June 2020. The estimated duration of the Project is approximately 4 years. One-year contracts will be signed with consultants as a first phase. Consultants may be requested to travel to the Southeast of Turkey.

İLBANK invites eligible consultants to indicate their interests for the Services mentioned above.  For each position, at least 3 applicants will be shortlisted. Those applicants will then receive a Request for Proposal including detailled terms of reference.

 

Interested applicants shall submit their Curriculum Vitae (CV) in English in the format given in the Appendix II below, before May 15, 2020, 17.00 (local hour). In their CV, interested applicants must provide information evidencing that they are qualified and experienced to perform the expected Services ; only recent and similar services shall be considered when ranking the applications. Determination of the similarity of the experiences will be based on: (i) the nature of the services performed; (ii) the technical area of expertise; (iii) the application of international donors’ procedures; (iv) the location and, when applicable, (v) the sector.

 

 Furthermore, the applicants are expected to fullfill all shortlisting criteria detailled below:

 i.     For the Procurement Consultant (2 people – full time)   AFD-IND01/A - AFD-IND01/B

• At least bachelor's degree in Engineering/Economics/Business/Finance or any other relevant discipline.

• Minimum ten years’ general work experience, including at least five years in procurement, tendering, contracting and implementation of contracts.

• Proven track record in at least one project financed by international financial and development organizations (such as the World Bank, the European Union, AFD, the United Nations), amounting to at least two years of full time employment in the last five years – the project(s) shall have given the applicant significant experience in the procurement of both consulting services and goods, works and/or plants, in both international and national competitions.

• Proficiency in key computer applications (Word, Excel, PowerPoint).

• Fluency in written and oral English and Turkish.

   

ii. For the Technical Consultant (1 person – full time) AFD-IND02

• At least bachelor's degree in Engineering or any other relevant discipline.

• Minimum ten years’ work experience in the water and/or wastewater sector.

• Proven track record in at least one project financed by international financial and development organizations (such as the World Bank, the European Union, AFD, the United Nations), amounting to at least two years of full time employment in the last five years – this (these) project(s) shall have given the applicant significant experience in project management and/or work supervision in relation with infrastructure projects financed by international financial and development organizations.

• Proficiency in key computer applications (Word, Excel, PowerPoint).

• Fluency in written and oral English and Turkish.

 

iii. For the Environmental Consultant (1 person – full time) AFD-IND03

• At least bachelor's degree in Environmental Engineering or a related field.

• Minimum seven years’ work experience in the management and preparation of EIA/ESIAs and E&S due diligence studies and/or the implementation of ESCPs/ESMPs in the local context or in cooperation with international donors/agencies such as the World Bank/IFC, the EU, AFD and United Nations.

• Proven track record in at least one project financed by international financial and development organizations (such as the World Bank/IFC, the European Union, AFD, the United Nations), amounting to at least two years of full time employment in the last five years – this (these) project(s) shall have given the applicant significant experience in environmental related issues and documents in relation with infrastructure projects financed by international financial and development organizations.

• Proficiency in key computer applications (Word, Excel, PowerPoint).

• Fluency in written and oral English and Turkish.

 

iv. For the Social Consultant ( 1 person-part time) AFD-IND04

• At least bachelor's degree in Social Science or a related field.

• Minimum seven years’ work experience in the management of ESIAs studies and/or social baseline data collection, stakeholder engagement, public consultation and disclosure in the local context or in cooperation with international donors/agencies such as the World Bank/IFC, the EU, AFD or the United Nations.

• Proven track record in at least one project financed by international financial and development organizations (such as the World Bank, the European Union, AFD, the United Nations), amounting to at least two years of full time employment in the last five years – this (these) project(s) shall have given the applicant significant experience in social issues and documents in relation with infrastructure projects financed by international financial and development organizations.

• Proficiency in key computer applications (Word, Excel, PowerPoint).

• Fluency in written and oral English and Turkish.

APPENDIX 1 : PROJECT DESCRIPTION

 

CONTEXT OF THE PROJECT

As a result of increased migration flows, mainly due to the Syrian conflict, Turkey hosts the largest refugee population in the world, almost 4 million people, of whom about 3.6 million are registered Syrians under Temporary Protection (SuTPs). The EU's Facility for Refugees in Turkey (FRiT) aims to help Turkey meet the immediate humanitarian and development needs of refugees and their host communities. On 28 June 2018, the European Council approved the launch of the second tranche of the Facility, with a budget of EUR 3 billion ("FRIT 2"). Of this amount, EUR 380 million has been earmarked for municipal infrastructure, notably in the water and sanitation sector. AFD was selected on the basis of a proposal submitted in the framework of a call for expressions of interest.

 

OBJECTIVES AND CONTENT OF THE PROJECT

The overall objective of the Project is to contribute to the improvement of the living conditions of host communities and Syrian refugees in the South-East of Turkey in terms of access to water and sanitation services.

The specific objectives are as follows:

1. Provide access for host communities and SuTPs to safely managed drinking water and wastewater services.

2. Participate in the protection of the region’s environment and, in particular, of its resources in fresh water, under stress due to climate change.

3. Support the municipalities and SKI’s in achieving operational and financial sustainability in water and sanitation services.

   The Project has three components:

4. A water and sanitation infrastructure investment component, comprising ten projects located in six provinces (Kilis, Şanlıurfa, Gaziantep, Mardin, Mersin and Adıyaman);

5. A technical assistance component, including in particular accompanying measures to improve the performance of water and sanitation operators (municipalities and metropolitan municipality water and wastewater administrations called "SKIs"), and to support ILBANK in on-granting management of the Project;

6. Communication and visibility actions.

 

STAKEHOLDERS AND MODUS OPERANDI 

The final beneficiaries of the Project are, in fact, 8:

- 4 SKI in Şanlıurfa (SUSKI), Gaziantep (GASKI), Mardin (MARSU) and Mersin (MESKI).

- 4 non-metropolitan municipalities (the centre of Kilis, the municipalities of Elbeyli and Polateli located in the province of Kilis and Adıyaman), which manage their water and sanitation services directly under their own management.

ILBANK, a public bank dedicated to the financing of municipal infrastructures, assumes the role of technical and financial intermediary and the functions of project management assistance to the municipalities / SKI. ILBANK has signed a grant agreement with AFD to that end

AFD is the main public institution for the implementation of the French Government International Development Cooperation policies. It is both a technical agency and a financial institution, providing loans, grants and technical assistance. AFD has started its operation in Turkey in 2004. It has a main office in Istanbul and a liaison office in Ankara. Several components of Component 2 (technical assistance) and a small part of Component 3 (communication) are under the direct management of AFD.

 

COST AND FINANCING

The Project is financed exclusively by a grant, delegated to AFD from the European Union's FRIT 2 budget. The total cost is estimated at EUR 150 million.

 

MAIN EXPECTED EFFECTS

- More than 2 million people are expected to benefit from a safely managed drinking water and/or sanitation service.

- About 20 million m³ of drinking water will be saved per year thanks to improved operator performance.

- The discharge of about 4.5 million m³/year of untreated wastewater into the environment will be avoided.

- The financial and technical management of water and sanitation operators will be improved.
