PREPARATION OF MEDIUM-TERM DEVELOPMENT PLANNING AND FINANCING IN METROPOLITAN MUNICIPALITIES FOR;

GROUP1 (Kahramanmaras, Kayseri, Malatya, Mardin, Mugla)   (Ref. No. IB-A1.C3/1)

GROUP2 (Antalya, Balikesir, Denizli, Ordu, Van)                                              (Ref. No. IB-A1.C3/2)

This request for expressions of interest follows the General Procurement Notice for this project that appeared in UNDB with reference no. WB417-01/16 on January 29, 2016.

The Republic of Turkey has been allocated grant funds from the European Union Instrument for Pre-Accession Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the ILBANK (“Recipient”). ILBANK intends to apply the funds to eligible payments for consultant services (“the Services”) to prepare integrated Medium-term Development Planning and Financing (MDPF) / (also known as Capital Investment Plans -CIP) for ten (10) selected Metropolitan Municipalities under Group-1 (Kahramanmaras, Kayseri, Malatya, Mardin, Mugla) and Group-2 (Antalya, Balikesir, Denizli, Ordu, Van) that will cover the following tasks:

  • Review and summary of existing development planning practices and organizational structure,
  • Provide various forms of capacity building and training activities to ensure enhancement of the development planning framework and timely development of the MDPF framework,
  • Develop the MDPF Framework including organizational structure, MDPF policy, project selection criteria, implementation calendar and template forms,
  • Support the preparation of the MDPF with analytic studies and by preparing and revising project requests of MMs’ units, affiliated utilities and companies (investment oriented),
  • Prioritize project requests and match them with available funds 
  • Support municipalities in involving the public in the MDPF Process 
  • Prepare an integrated MDPF at city level.

ILBANK intends to award the services to be implemented under 10 (ten) separate contracts with their respective metropolitan municipalities. The estimated duration of services is 12 (twelve) calendar months.

ILBANK now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works: (i) the Client and contact information, (ii) source of financing, (iii) information on contract amount and scope, (iv) commencement and completion date, 

The shortlisting criteria are:

  1. Experience in urban planning, infrastructure, finance and environment/climate change,

ii.Experience in projects financed by international financing institutions,

iii.Experience in financial management (preferably in Local Governments),

iv.Experience in capital investment planning, and capital and liquidity planning,   

  1. Work experience in the region (preferably Turkey),

vi.Technical, managerial capability and sound financial capacity of the firm related to the above mentioned services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing.

A consultant will be selected in accordance with the QCBS method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014). 

Firms may apply for each group of cities separately or together to be shortlisted. Shortlisting will be done for each group separately. Firms’ overall capacity to perform multiple concurrent contracts will be assessed before including it in more than one short list as per paragraph 2.8 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014),

Interested consultants may obtain further information at the address below during office hours from 09.30 to 17.30 hours (local time).

Expressions of interest to be clearly marked for the respective group of cities and its ref. no (IB-A1.C3/1, IB-A1.C3/2) must be delivered to the address below by 03/12/2018 until 17:00 local time.  Expressions of interest can be delivered by hand, by surface mail, or by courier within due time for application. Applications sent by e-mail shall not be considered for short listing.
